• The California Pawnbroker Education Act

The act that takes effect in California, January 1, 2026, establishes the California Pawnbroker Education Council, governed by a board of directors. The law requires the council to develop and establish a standard course and curriculum in pawnbroking that includes at least 8 hours of pre-licensing education and 8 hours of continuing education to be completed by an applicant for licensure or a licensee as a condition precedent to being issued, or renewing, a pawnbroker’s license.

The California Pawn Academy has virtual education, accredited by the California Pawnbroker Education Council available through it’s online education portal.

All licensed pawnbrokers in California will receive detailed information about educational offerings 90 days prior to their California pawn license renewal date.
