The California Pawnbroker Education Act
The act that takes effect in California, January 1, 2026, establishes the California Pawnbroker Education Council, governed by a board of directors. The law requires the council to develop and establish a standard course and curriculum in pawnbroking that includes at least 8 hours of pre-licensing education and 8 hours of continuing education to be completed by an applicant for licensure or a licensee as a condition precedent to being issued, or renewing, a pawnbroker’s license.
The California Pawn Academy expects to have virtual education, accredited by the California Pawnbroker Education Council, available this summer. The Council will also review offerings of live education planned for the California Pawnbrokers Association Convention in Rancho Mirage, October 17-19, and expects to have a number of approved hours of education available there as well.
All licensed pawnbrokers in California will receive detailed information about educational offerings 90 days prior to their California pawn license renewal date.
